PHLEGM v9 REVISION r52: FreeBASIC trace-switch declaration-order fix

Input: PHLEGM-v9-r51-Full-Archive-Set-2026-1017-1629-5505.zip
User logs: 2026-1017-1637-3852 (Windows 32/64, OpenGL/D3D11)

CAUSE
wide-support-devices.bi uses gCoreDumpTraceEnabled at source lines
912/919/1039/1046 in DMA/HDMA routing, but PHLEGM.bas includes
wide-support-devices.bi before coredump.bi, where that shared variable
was first declared. FreeBASIC therefore emits error 42 "Variable not
declared", followed by cascading parse errors (ELSE without IF, etc.).
All four Windows target failures have the same source-level cause.

REPAIR
Move the single Dim Shared gCoreDumpTraceEnabled As Integer declaration
to PHLEGM.bas immediately before wide-support-devices.bi. Remove its
previous declaration in coredump.bi to prevent a duplicate symbol.
No tracing behavior, DMA routing, VM code, or SNES timings are changed.
Original direct WideBusWrite remains the untraced DMA/HDMA path.

Revision metadata is now r52 (master has digits-only revision.current=52).
The r51 wide-bus regression test's revision guard accepts r51 and later.
A targeted r52 declaration-order regression test was added.

VERIFICATION
 - Source-level declaration count/order, all four triggering error lines
 - Existing r51 wide-bus/trace-off regression (static + arithmetic)
 - ZIP consistency and SHA256 / SHA512
 - All unchanged source/distribution files checked byte-for-byte

No native FreeBASIC compiler exists in this environment. Therefore this is
NOT a certified successful native Windows/Linux compilation, and no FPS
benchmark has been run. Please provide new compiler logs if errors remain.
The previously reported 14 FPS with tracing OFF is a separate runtime
performance issue, not resolved by moving this declaration.
